On Thursday, April 23, the European Union approved its 20th sanctions package against Russia, which includes over 100 individual restrictions aimed at intensifying pressure on the energy sector and the "shadow fleet," as well as new measures targeting financial institutions in third countries and companies supporting the Russian military-industrial complex.

**Details:** The new sanctions package against Russia comprises 120 new individual sanctions, along with multi-layered economic measures aimed at key sectors fueling Russia's war against Ukraine.
The package lays the groundwork for an upcoming ban on maritime transportation of Russian crude oil and petroleum products. This will be fully coordinated and discussed with the G7 and the international coalition on price limitation.
The sanctions package introduces a comprehensive list of 36 entities covering both extraction and processing stages of the Russian energy sector, including exploration, extraction, processing, and transportation of oil.
"This package is strategically focused on new players who have recently increased their market share in exports. Revenues from Russian oil exports will be further restricted through lists targeting the shadow fleet ecosystem, including entities operating in third countries, as well as significant marine insurers," the statement notes.
As a result of this package, an additional 46 vessels are now prohibited from accessing ports and banned from receiving a wide range of maritime services, bringing the total number of vessels on the list to 632.
It also implements mandatory due diligence checks when selling tankers, and prohibits the provision of maintenance services and other support for Russian liquefied natural gas (LNG) tankers and icebreakers.
Furthermore, starting from January 2027, it will be illegal to provide services from LNG terminals to any Russian entities or those owned or controlled by Russian citizens or operators.
This package also targets four financial institutions in third countries that circumvent EU sanctions or are associated with the "Russian Financial Messaging System" – the Russian banking network for messaging.
Additionally, it further restricts the Russian military-industrial complex by adding 58 companies and associated individuals to the list, engaged in the development and production of military products, including drones.
For the first time in history, the EU is employing its tool against circumvention of sanctions by prohibiting the export of any computer numerical control machines and radio equipment to Kyrgyzstan, where there is a high risk that these goods may be re-exported to Russia. The EU has also introduced a quota for ammonia imports.
On April 23, the EU Council approved, through a written procedure, a long-term budget for the EU for 2021-2027, which will enable a loan of €90 billion to Ukraine in 2026-27, along with the 20th sanctions package against Russia.
Estonian Foreign Minister Margus Tsahkna reported that work on this has already begun.
